Department Head – Operations (m/f)
Mission
As part of the implementation of the management succession plan within the Operations (OPC-OPS) department, the CSSF is seeking a full-time Department Head (m/f).
Role & responsibilities
- Plays an active role in carrying out the tasks described below, and advises senior management by proposing measures designed to improve the CSSF’s operations ;
- Represents the CSSF in dealings with national and international institutions in relation to the activities of its department and carries out the relevant preparatory and follow-up work ;
- Draws up a strategy for action, along with the guidelines to be followed, for handling cases and monitors their progress in a responsible manner ;
- Is in charge of a team composed of several staff members; they coordinate and manage the activities and projects of their department. They supervise and manage the team members in their department (recruitment, motivation, ongoing training, appraisal, etc.) ;
- Reports to the director in charge of their department ;
- Coordinates the work of the department/division deputy heads and provides them with the necessary instructions for conducting operations; and, in general, supervises the administrative organisation and the activities of the staff in their department ;
- Is responsible for drawing up, implementing and ensuring compliance with operational procedures relating to their department ;
- Ensures the continuity of the tasks assigned to the department ;
- Identifies the risks associated with their department’s activities (e.g. reputational risk, the risk of errors or fraud) and takes appropriate measures to prevent them.
Your profile
- A university degree (Bac+4/ Bac +5) in law, economics, finance or business administration and management;
- Proven professional experience in the field of investment funds ;
- A good understanding of the regulatory framework, preferably that applicable to UCITS and entities involved with them ;
- Excellent written and spoken French and English; knowledge of German and spoken Luxembourgish would be an advantage ;
- Good managerial, writing, analytical and summarising skills ;
- Ability to manage multiple projects running in parallel ;
- Diligence and organisational skills ;
- Good interpersonal and communication skills ;
- Flexibility and a sense of initiative ;
- Proven experience in team management, as well as the ability to work independently.
The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).
Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
