Payment Services Analyst (m/f)

Mission

Within the “métier Banques”, you will contribute to the monitoring of effective implementation of payment services regulations by credit institutions (e.g. PSD2, RTS SCA&CSC, PSD3/PSR, SEPA, IPR, CBPR).

Role & responsibilities

  • Monitor credit institutions' compliance with the various payment services regulations (e.g. ad-hoc examinations, follow-up on-site inspections, recurring analyses)
  • Participating in and contributing to the work of the competence centre for the supervision of payment services within the “métier Banques”
  • Developing and implementing analysis tools for efficient monitoring of payment services regulations
  • Assisting the hierarchy and the various analysts of the “métier Banques” in the execution of our banking supervision duties in relation to payment services
  • Providing in-house training on both technical and regulatory aspects regarding payment services
  • Participating in internal or international groups dealing with payment services issues
  • Responding to enquiries from national and European authorities
  • Regulatory watch of European and national regulations relating to payment services (PSD3/PSR, SCA&CSC, IPR, SEPA)
  • Analysing the various reportings by performing horizontal analysis (e.g. fraud, IPR, SCA&CSC)
  • Support in the processing of requests sent by credit institutions to the CSSF in relation to payment services

Please note that this position will require frequent business trips.

Your profile

  • University degree (Bac +4/+5) in economics, finance, business management and/or computer science
  • More than 5 years' professional experience in the financial sector
  • Proven experience of payment services and knowledge of the relevant regulations
  • In-depth technical knowledge of the various payment instruments, payment processes (e.g. SWIFT, card schemes), various payment systems (e.g. SEPA, Target) and fraud mechanisms (in relation to credit transfers, direct debits, card schemes, e-money)
  • Expertise in strong customer authentication rules and use of API
  • Basic IT skills are an asset
  • Fluency in written and spoken English as well as French and/or German. Knowledge of Luxembourgish is an advantage
  • Available to travel abroad
  • Excellent writing, analytical, summarising and communication skills
  • Flexibility, availability, rigour, organisational skills, initiative and proactivity
  • Ability to work independently and as part of a team
  • Good interpersonal and interaction skills

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
