Head of Division – Surveillance II (m/f)

Mission

Considering the growth of the number of payment and electronic money institutions subject to the prudential supervision of the CSSF as well as the arrival of future non-bank EMT issuers, crypto-asset service providers and non-bank ART issuers, it has been decided to split the current division « Surveillance des établissements de paiement et de monnaie électronique » into two divisions « Surveillance I » and « Surveillance II ». Each division will be in charge of the prudential supervision of a portfolio of institutions. The allocation of institutions between both divisions will be based on criteria related to the business model of the supervised institutions.

Role & responsibilities

  • Take charge for the daily monitoring of the division’s prudential supervision tasks
  • Manage the team under your responsibility
  • Provide support and advice to agents in the treatment of their files
  • Monitor the reviews and work performed by the division in line with agreed deadlines
  • Draft and review analyses
  • Identify prudential supervision issues as they arise and propose adequate solutions
  • Participate in working groups and follow development projects within the IPIG department
  • Participate in the drafting, implementing and updating of internal procedures related to the prudential supervision role of the division
  • Process official requests or questions addressed to the CSSF in relation with the supervision of the concerned institutions
  • Regulatory watch in relation with payment and crypto-asset services

Your profile

  • Four- or five years university degree (Master level) in finance/economics or law or any other orientation related to the division's activity
  • Proven professional experience in the prudential supervision
  • Knowledge of the applicable regulatory framework of the institutions supervised by the division (i.e. PSD 2, MICAR) is considered as a considerable advantage
  • Capacity to manage people
  • Easy oral communication and writing skills
  • Critical thinking, good analytical and synthesis skills
  • Good organisational skills: ability to manage multiple files in parallel / sense of priorities
  • Good interpersonal qualities
  • Sense of responsibility, confidentiality and discretion
  • Professional proficiency in written and spoken French and English. Knowledge of German and / or Luxembourg will be considered as an asset
  • Flexibility and sense of initiative

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
