Head of « Recruitment and Career Management » division (m/f)

Role & responsibilities

  • Collect and monitor the recruitment needs of the CSSF
  • Assign recruitment requests within the team and oversee the entire recruitment process
  • Ensure budget monitoring in terms of staff and prepare reports for the attention of management
  • Ensure and supervise the integration of CSSF staff throughout their careers
  • Take charge of and supervise the « Management by objectives » process
  • Take charge of and supervise the « Conflict management » process as well as the prevention of psycho-social risks
  • Take charge of and supervise the implementation of a succession plan
  • Actively contribute to the design, implementation and optimisation of HR policies
  • Analyse and apply procedures and regulations, draft internal procedures and provide solutions to HR related issues
  • Monitor legal developments in HR related areas
  • Supervise the team members of the division
  • Report to your superiors in order to ensure the timely management of tasks and conflicts

Your profile

  • Master's degree in Human Resources, Administration or Management
  • Minimum professional experience of 5 years within Human Resources
  • Experience in managing a team
  • Full proficiency in French and English, as well as in German and/or Luxembourgish
  • Good knowledge of the MS Office suite
  • Knowledge of public sector regulation will be considered as an advantage
  • Ability to work autonomously, ability to work in a team, analytical skill, communication skill, synthesis skill
  • Organized, relational ease / good interpersonal skills, sense of discretion, sense of initiative / keen to take initiatives, sense of responsibility

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
