Head of Department – Human Resources & Finances (m/f)


The CSSF is looking for a Head of Department – Human Resources & Finances.

Role & responsibilities

  • Report and be accountable to the director in charge of the department and actively manage the priorities defined by the Board of Directors
  • Organize, direct and supervise the activities of the department by actively participating in the implementation of its missions, and advise the Board of Directors by proposing measures to improve the functioning of the CSSF
  • Preparing the annual accounts of the CSSF. Preparing the documentation relating to the budget and the annual accounts, and assisting and advising the CSSF Board of Directors on this matter
  • Lead and animate team meetings within the department
  • Define, follow up and coordinate development projects, as well as the associated IT tools of the department
  • Supervise and manage the team members of the department (recruitment, motivation, continuous training, evaluation, etc.), as well as supervising the teams via the dedicated Head of Divisions
  • Establish with the other Heads of Departments, the training curriculum in order to allow the CSSF to execute the necessary upskilling and reskilling in the implementation of its CSSF 4.0 strategy
  • Represent the CSSF at national and international institutions with regard to the activity of the department and assume the related preparation and follow-up work
  • Follow up on the employees’ career development, while anticipating the retirement of senior agents
  • Support the HR Business Partners in view of the size of the CSSF and act as a mediator
  • Contribute to the continuous development of the department in order to improve its efficiency and productivity

Your profile

  • University degree (Bac +4 / Bac +5)
  • Applied knowledge of the public sector and its associated regulations
  • Experience in team management, as well as excellent ability to work independently
  • Very good written and spoken command of Luxembourgish, French, German and English
  • Command of common office tools
  • Good managerial, writing, analysis and synthesis skills
  • Ability to manage multiple files in parallel. Sense of priorities and ability to make and assume decisions
  • Rigor and organizational skills
  • Excellent interpersonal and communication skills
  • Flexibility and sense of initiative

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
